Are Life Expectancy changes coming to RMDs?

In November of 2019, the IRS issued a "Notice of proposed rule making..." (RIN 1545-BP11) on the topic of life expectancy assumptions and Required Minimum Distributions (RMDs). While still being considered, if implemented, the proposals would update actuarial life assumptions for the first time since 2002. 

The impact will be minimal for most taxpayers because they are changes in actuarial assumptions about life expectancy rather than any sort of structural change in the tax code.
